Crowd Safety Manager

Introduction to the Use Case

The Crowd Safety Manager is a 3D map that provides insight into how busy Scheveningen is by intelligently combining various anonymous data sources. The map displays traffic data such as vehicle counts, public transport information, and parking garage occupancy. It also shows anonymous location data from visitors. In addition to current crowd levels, Artificial Intelligence (AI) is used to predict how busy it will be in the coming hours and days. This information helps the municipality and the police take appropriate measures to manage crowd flow effectively. 

Why the Use Case

During the summer, large crowds visit Scheveningen to enjoy the beach and local hospitality. This creates significant pressure on the seaside area. For Scheveningen, it is important that safety, livability, and tourism go hand in hand. This makes Scheveningen an ideal location to test the Crowd Safety Manager.  

Expectations and Learning Objectives

Managing crowd levels is a collaborative effort between multiple parties, with the Municipality of The Hague and the police as the main stakeholders. This requires a shared situational awareness of crowd density, ensuring that visitor privacy is fully protected and that public values and ethical data use remain the guiding principles. These are the key learning objectives of the Crowd Safety Manager.The Crowd Safety Manager was tested in the summer of 2022 in Scheveningen, during the Invictus Games and Prinsjesdag, and is currently being evaluated.  

How the Use Case Was Facilitated

For the development of this use case, a grant was provided by the Netherlands Enterprise Agency (RVO). The municipality and the police act as project owners and collaborate with Argaleo, We Labs, Future City Foundation, TU Delft, QTC, TNO, and ELBA/REC.
