Living Lab Scheveningen

Living Lab Scheveningen is a testing and learning environment located along the Scheveningen boulevard, from Zwarte Pad to the Northern Harbour Head. Within this area, digital innovations are tested and explored through small-scale research projects, known as use cases. The focus is on practical applications that contribute to a smart and livable city.

Living Lab Scheveningen offers a responsible setting in which to explore both the opportunities and challenges of new technologies. To this end, the municipality works closely with companies, knowledge institutions, residents, and other public authorities. Together, they examine not only whether and how digital applications function, but also their impact on issues such as data management, privacy, safety, and societal acceptance. Solutions that prove successful can be scaled up for wider application within the city and region. At the same time, limitations and less effective solutions also become visible.

Working Method of Living Lab Scheveningen

Within Living Lab Scheveningen, various themes have been identified in collaboration with residents, governments, and businesses, including waste, energy, (social) safety, and (noise) nuisance. These themes reflect current urban challenges and form the basis for testing new ideas and technologies.

To effectively test new ideas and technologies, the municipality applies an updated working method, also referred to as the innovation process. This approach is based on design thinking and experience gained through experimentation, including within Living Lab Scheveningen. The process provides a step-by-step framework for translating a question into a concrete experiment addressing challenges such as digital public services, smart city solutions, and sustainable technologies.Key questions within this process include: Which parties are needed? What knowledge and technology are already available? When the steps have been carefully followed and the challenge proves promising, a plan of approach is developed. This marks the start of a use case that is further developed and tested in practice.

Use cases Living Lab Scheveningen

The ongoing use cases within Living Lab Scheveningen are further developed and tested in practice, structured around key focus areas such as Infrastructure, Environment & Nature, Mobility and Accessibility, Supervision, Public Order & Safety, and Smart Citizenship. Each focus area is supported by a team of specialists.

Digital infrastructure

Many of the innovative applications, or use cases, developed and tested within Living Lab Scheveningen rely on a digital infrastructure that has been специально installed along the Scheveningen coastline for this purpose. This infrastructure includes, among other things, underground fibre-optic connections and lampposts and kiosks connected to this network.
